Applicants submit an online profile to the Express Entry Pool. Canadian employers and provincial governments across Canada access the best candidates who are invited by the Federal Government to apply for Canadian Permanent Residance.
Express Entry : Two Step Process
Step 1: Create Online Profile
Potential candidates will complete an online Express Entry Profile. this is a secure form that they will use to provide information about their:

Candidates for permanent residence, who can meet minimum criteria, may submit an Expression of Interest (EOI) profile to the Express Entry Pool.
Minimum Requirements
The profiles of candidates in the pool are ranked under a Comprehensive Ranking System measuring their human capital contribution to Canada.
Comprehensive Ranking System
Candidates without a job offer or provincial nomination must also submit an employment profile with the Canada Job Bank.
Step 2: Receive Your Invitation to Apply for Permanent Residence
The profiles of all candidates will be assessed against others in the pool. In the Express Entry Pool, candidates with job offers or with provincial nomination receive the highest rank. The highest ranked candidates from among those
a) offered a job by a Canadian employer
b) with provincial nomination and
c) without a job offer will be considered for an invitation to apply for Canadian permanent residence.
Candidates receiving an invitation must submit a full application within a delay of 60 days. Invitations will be issued during periodic draws throughout the year. Successful applicants and their accompanying dependents will be prcessed within approximately 6 months.
Come to Canada as Skilled Immigrant (Express Entry)
Your job, and the work you have done in the past, must be skill type 0, or level A or B to use Expree Entry. The Express Entry system maneges applications for permanent residence if you want be considered:

under the Federal Skilled Trades Program

or under the Canadian Experience Class
Come to Canada job is Skill Level
You may be able to come to Canada as a Provincial Nominee, as long as it is not in a program for Skilled Workers, or you may be able to work here for up to two years.
Required Settlement Funds
You are also required to show that you have the reauired settlement funds to support yourself and your family until you find employment.
What will happen if you do not receive an invitation to apply for permanent residence?
The profile of candidates will remain in the Express Entry Pool for 12 months. Thereafter, candidates who neet the minimum criteria may re-submit a new profile.
